Zechariah sees four horns, and these four horns are the ones that scattered Jerusalem and Judah and Israel. They scattered both the northern and the southern kingdoms. A horn represents a gentile ruler. We find this in Daniel 7:24: “And the ten horns out of this kingdom are ten kings that shall arise …” Again, in Revelation 17:12: “And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast.” I think you can see from
